Job Summary
Assists the City Assessor in accomplishing all phases required to complete the annual assessment of real and personal property, as well as periodic re-appraisals. Perform supervisory work, as assigned. Prepares and maintains assessment records, maps, and files. This position requires the use of good judgement and initiative and makes independent decisions on both day-to-day and long-range issues. Work is performed under the supervision of the City Assessor as well as by procedure.
ILLUSTRATIVE JOB DUTIES AND RESPONSIBIILITIES
- May assist with City Assessor job duties in the absence of the City Assessor.
- Assists in coordinating and performing the assessment and/or re-appraisal of all real and personal property within the City.
- Oversee, maintain and verify all city property transfers. Assist in the preparation, mailing, and collection of winter and summer tax warrants / tax bills.
- Assist in all the personal property tax process.
- Uses the Geographic Information System (GIS) to maintain all maps, including the maintenance of all TIFA, DDA and DMB districts and maps, and verifying the properties within each district on an annual basis.
- Works to keep the public informed and aware of real estate trends within the City. Performs customer service functions and answers questions posed by taxpayers, other taxing jurisdictions, realtors, mortgage companies, lawyers, etc.
- Verifies issuance of building permits and inspects alterations/improvements that affect assessed and taxable valuations.
- Maintains up-to-date knowledge of appropriate laws, ordinances and manuals; assists with inquiries regarding real and personal property assessments.
- Prepares, processes and tracks property tax exemptions (including all IFTs, OPRAs, Water and Air Quality Exemptions, etc.)
- Prepares special assessment roles and allocation of changes to various parcels.
- Oversees, and reviews, work done by any contractor hired by the City to do residential maintenance work (measuring, listing, sketching, photographing, etc.)
- Performs related duties as required.
Knowledge of:
- Considerable knowledge and experience in the principles, methods, and regulations required to complete the appraisal and assessment of real and personal property.
Ability to:
- Develop, prepare, and maintain a variety of functions including property descriptions, records and values.
- Understand and carry out oral and written instructions, as well as establish and maintain effective working relationships with other employees, City officials, and the public.
- Work independently and efficiently manage time to meet deadlines
- Use logic and reasoning to identify the strengths and weaknesses of alternative solutions conclusions or approaches to problems.
- Work effectively under stress, time constraints, and changes in work assignments.
- Proficient computer knowledge in Microsoft Office Programs and the ability to perform advanced work processing and spreadsheet tasks with ease.
- Perform intermediate to advanced mathematical calculations.
Education and Experience:
- Must possess and maintain a Michigan Certified Assessing Technician Certification (MCAT / Level I) upon hire. Additionally, must obtain a Certified Assessing Officer Certification (MCAO/ Level II) within 18 months of hire date, if not in possession upon hire.
- Must have valid State of Michigan Drivers license.
Compensation:
Starting Hourly Rate: $28.45
