Deputy City Assessor

General Purpose:
The Deputy Assessor is responsible for the day to day operation of the assessing department and maintenance of the historical hard copies and electronic data records. In the field the employee shall measure all buildings noting construction quality, draft rough building plans and note details of building construction and locate buildings on parcels. Work performed out-of-doors will be in all kinds of weather. In the office, this employee shall compute building areas, hand sketch or use the APEX sketching program and post property valuations to assessment record cards. Job duties may require assistance in gathering and processing sale data using BS & A Assessing .NET or similar programs and performing related tasks to aide in apportionment of valuations and other task as directed by the City Assessor.
Supervision Received:
Work is performed under the general direction of the City Assessor.
Job Duties:
- Conducts field research in collecting data for determining assessed values of residential property, including driving to/from various sites, interviewing property occupants, verifying existing data, and measuring, recording, rating, sketching, and photographing improvements.
- Work performed outdoors will be in all kinds of weather.
- Periodically perform data entry of residential new construction, including sketching property improvements, researching/ resolving problems and discrepancies, and posting values.
- Represents the Assessor or the department in resolving questions, concerns and complaints of taxpayers. Attends job-related training sessions to maintain Assessing Certification, as required.
- Provide assistance with the Tax Board of Reviews.
- Perform various office clerical and administrative tasks.
- Works with the Assessor in developing, implementing and modifying department goals, objectives, policies and procedures.
- Works with the Assessor in directing all aspects of the sales and ratio study program, including organizing and reviewing the results.
- Participates in developing and implementing new programs or special projects as assigned by the Assessor.
- Troubleshoots, answers questions and resolves problems and issues with other departments, such as City Planning and Development, County Clerk, and County Equalization.

Knowledge Of:
- The principles and practices of administration and supervision.
- Modern principles and practices used in property appraisal and sales ratio study and adjustment analysis.
- State statutes and administrative rules applicable to property appraisal and tax assessment.
- City government operation and organization.
Ability To:
- Work independently. Express ideas effectively, both orally and in writing.
- Read, understand, interpret and apply state statutes, administrative rules, City and County ordinances, and department policies and procedures.
- Interact with the public in a helpful, courteous, and tactful manner.
- Establish and maintain effective working relations with other City and County workers, Taxpayers, and the Assessor.
- Represent the Assessor before various boards and governmental agencies as scheduled and/ if required.
- Attend work as scheduled and/or required.
Physical Requirements:
- Frequent standing, walking, and sitting.
- Frequent bending, twisting, squatting and reaching.
- Ability to frequently lift and carry objects weighing up to 25 pounds.
- Physical ability to safely move about and conduct work in various indoor and outdoor locations.
- Ability to withstand varied weather conditions, temperature changes, traffic hazards, and varying noise levels.
Education/Qualifications:
- High level of oral and written communication skills.
- Basic construction knowledge preferred.
- One or more years related experience.
- Must have and maintain a Valid Driver License. Proficient in Word and Excel.
- Ability to utilize other technical software such as BS&A Assessing .Net and Arc Reader. ·
At least one of the following:
- Graduated from an accredited college or university with a Bachelor’s Degree.
- Completed at least one year of college (30 semester hours) with at least three courses in Economics, Real Estate, Marketing, Structural or Civil Engineering, Architecture or Geography.
- Holds the State Tax Commission Michigan Certified Assessing Officer (MCAO) Certificate.
- Possess a Valuation Specialist License from the Board of Real Estate Appraisers.
- A Michigan Board of Real Estate Appraisers “Limited Real Estate Appraiser License".

WAGES AND BENEFITS:
Administrative Grade C [$50,706 to $53,809]
