
ASSESSING SERVICES
REQUEST FOR PROPOSAL
The Charter Township of Texas, Kalamazoo County Michigan, seeks proposals from qualified individuals or firms to provide annual residential assessing onsite inspection services per State Commission Guidelines (annual inspection of 20% of properties).
INTRODUCTION
The Charter Township of Texas was formed in 1838 and chartered in 1985. It is in the southwest portion of Kalamazoo County encompassing 36 square miles with Oshtemo Township to the north; City of Portage to the east; Prairie Ronde to the south; and Antwerp, in Van Buren County to the west. Texas Township is uniquely located with easy access to I-94 and US 131. There are over 18,000 people who reside within the township. Its primary land uses are residential and agricultural with a growing downtown business district. The lake surface of various inland lakes in Texas Township covers approximately 1,200 acres. The township has a total of 5,900 improved residential parcels, with 4,100 parcels situated in subdivisions.
NATURE OF WORK
The individual or firm contracted will be responsible for onsite inspections, sketching, and photographing the residential parcels selected by the Township Assessor. The Township Assessor will provide a list of approximately 1,180 residential parcels to be inspected within the tax year 2025.
ESSENTIAL FUNCTIONS
- Measure all buildings in a parcel.
- Sketch the footprint of all buildings or update the existing sketch, if needed.
- Photograph all buildings in the parcel (front, sides, and rear).
REQUIRED QUALIFICATIONS
- Minimum of three (3) years of relevant experience required.
- Requires possessing and maintaining a State Tax Commission Assessing Certification.
- Proficiency in Apex Sketch v7.
- Proficiency in Apex Sketch Portal.
- Proficiency in PivotPoint Field App.
- Proficiency in BS&A Assessing.NET
The Township will provide one (1) tablet with PivotPoint and Apex Sketch Portal installed.
PROPOSAL REQUIREMENTS
The proposal shall include a statement of qualifications. The statement should include the name, address, and brief history of the firm or individual.
- Firms/contractors interested in applying must include a list of current clients and a minimum of three references, and identify the primary individual that would be providing work to the township and their qualifications.
- Individuals shall include a current resume and three references.
- The respondents should provide a copy of his/her STC Assessing Certification Document.
The Township will consider respondents that, in its sole judgment, demonstrate the skills and abilities required to perform the work described herein.
The fee for services must be described in the proposal. Please specify whether fees are billed at an hourly rate or flat charge. Billing procedures and payment terms should also be included. Please provide pricing for 1, 3, and 5-year terms.

EVALUATION
Proposals will be evaluated based on qualification. Factors to be considered include the qualifications and experience of the contractor, and proposed fees. The Township may elect to interview one or more candidates before recommending a final selection to the Township Board.

The Township reserves the right to accept any proposal, to reject any or all proposals, to waive defects in proposals submitted in response to this request, and to select the proposal deemed to be in the best interests of the Township. The issuance of this proposal does not obligate the Township to award a contract. The Township accepts no responsibility for reimbursing consultants for expenses incurred in responding to this Request for Proposals.
