JOB SUMMARY
Under the supervision of a higher classified employee, appraises real estate and personal property to determine its fair market value and provide data for the assessment of property in accordance with prescribed schedules and standards. Prepares property value records and assists in the determination of the equalization factor.
Equalization Appraisers are employed in two (2) distinct areas. Employees are selected for either real estate or personal property auditor. State Certification is necessary, based on the area for which assigned.
EXAMPLES OF DUTIES
Essential Duties:
- Conducts on-site inspections of property and interviews property owners, managers, and tenants to obtain details such as condition of structures, property improvements and land use. Records measurements of structures and land parcels.
- Compiles property assessment records, computerizing pertinent data and drawings acquired in field inspections.
- Compiles data for reports of all classes of property value in the county, such as sales and appraisal studies; obtains data on other economic factors to aid in making equitable appraisals.
- Determines property values, using real estate records, maps, photographs, and tax records, developing equalization factors to assure that taxpayers in all townships and cities in the county pay at equal rates, as required by law.
- Analyzes split parcels of land, recording ownership and determining building values.
- May explain departmental procedures, tax laws and the assessment process to county residents. Provides information on property descriptions and assessments.
- Verifies property information listed on data print-out forms.
- Assists in the preparation of assessment forms and equalization reports.
- Confers with other County departments such as Register of Deeds, Drain Commissioner and County Treasurer to check property descriptions, verify land sales, obtain drain taxes and other special assessments.
- Assists local assessors in appraisals and provides them with information on changes in assessing procedures, computerized software, tax laws and property descriptions.
- Conducts street surveys on all types of properties within the County on a contractual basis.
LICENSES/CERTIFICATIONS
REAL PROPERTY APPRAISER
Preferred Certification at MCAT/MCAO (minimum) by State Tax Commission, obtaining certification within one year is a condition of continued employment.
EDUCATION
Possession of a high school diploma or its equivalent, with courses taken regularly pertaining to appraisal techniques and methods. Must pass Michigan State Tax Commission requirements for obtaining MCAT/MCAO/MAAO Certification.
EXPERIENCE
Two (2) years’ experience with property description or equivalent appraisal experience. Familiarity with computerized systems and operations. Experience with Microsoft Office Programs.
