Instructor: Tina Fuller MAAO/3

Course description: Michigan produces more than 300 commodities on a commercial basis, including tart cherries, blueberries, dry beans, floriculture products, and cucumbers for pickles.
Agricultural properties can include farmland, pastures, and woodlands that are used for the production of food, fiber, and other resources. These properties may also include residential dwellings. When appraising agricultural land, the appraiser must consider the quality of the soil, the current zoning of the property, and its potential for crop production. The size and condition of any buildings, storages, and other installations must also be considered. This course will cover facts about Michigan agriculture, factors that influence value of farmland, highest and best use and look at the cost, sales and income approach to agricultural valuation.

Tuesday, July 29, 2025

Instructor: Shila Kiander MAAO/3

Course Description: When Proposal A was approved by the voters in 1994, it changed how local school districts were financed. It reduced the operating millage for most schools to 18 mills, then it exempted certain properties from the 18 mills. The administration of the 18 mill exemptions continues to be an important and time-consuming duty of every local assessor. This course will review the eligibility requirements, denials, appeals, forms, resources and best practices for the Principal Residence Exemption, Qualified Agricultural Exemption, Qualified Forest Exemption, Eligible Development Property Exemption and Supportive Housing Exemption. This is an overview of the 18 mill exemption programs and not a comprehensive course.
